Abstract

Purpose

Academic corruption and fraudulent practices have become problematic in recent years. Governments around the world have introduced dedicated higher education commissions to regulate higher education providers. The purpose of this paper is to design a system for the detection and prevention framework of fraudulent behaviour in higher education.

Design/methodology/approach

This paper performs a survey on academic misconduct practices and expands the survey by analysing the accreditation process. This study further identifies common corrupt practices in the accreditation process with reference to particular accreditation standards or laws. If the accreditation process is as thorough as, this paper is led to believe, a higher institute may stop being compliant immediately after the accreditation process. playing a catch-me-if-you-can at the next accreditation cycle. The survey of the accreditation process and identification of corrupt practices lead to an identification of preventative and detective measures.

Findings

The review of accreditation procedures and conditions identifies that fraudulent practices can occur at every part of any policy and procedure. The framework prevents repudiation and allows for spontaneous investigations internally and externally. The blockchain prevented changes to the system and allow for auditing of changes. A system such as this could suppress accreditation fraud and minimise its corrupt impact. Not to mention identify with relative ease the severity and life of corrupt practice.

Originality/value

Contributions are made in the framework for detecting and preventing corrupt practices in Higher Education using blockchain immutable transactions. This enables real-time accreditation compliance checks and monitoring of conditions. External complaints or reviews can be conducted with minimum interactions from higher education providers.

Abstract

Purpose

In this rapidly changing world, we are experiencing the fourth industrial revolution, known as “Industry 4.0,” that requires education systems to redesign qualifications in order to meet the needs of an individual and the workplace of the digitized economy. The purpose of this paper is to provide an overview of the relatively new approaches being explored mainly in the UK and Australia within the higher education (HE) sector and to propose a framework with selected career training pathways for the tertiary education system within the Australian context. The implementation plan postulated from the reports of recent studies conducted in England’s apprenticeship system is intended as a guideline for facilitating a sustainable career and technical education (CTE) with three pillars of innovation, integration and collaboration in order to improve employment outcomes required for the digitized economy in Australia.

Design/methodology/approach

This study adopts a descriptive, pragmatic research methodology to review and analyze education methods found in contemporary degree and vocation programs, particularly the degree apprenticeships adopted in England. This approach is used to explore, explain and develop a framework for student-centric apprenticeship options in CTE with graduate outcomes in the re-designed HE programs to successfully meet the needs of Industry 4.0 workplaces in Australia.

Findings

A student-centric framework is designed for HE programs with a proposal to include practical variations in apprenticeships to embrace flexible structures and industry responsiveness. The paper develops tactical plans and implementation flowcharts for the proposed framework with four CTE pathways, such as degree apprenticeships, start-up focus degrees, tailored studies and multiple majors that are designed for tertiary education programs to meet the dynamically changing employment needs of industry.

Originality/value

This proposal is a relatively new approach to improve employment outcomes of students undergoing degrees and vocational education with a focus on apprenticeship in four different forms. The strength of this pragmatic approach is in providing an insight into “what works” through a set of flexible, sustainable and practical implementation plan for the proposed CTE pathway framework in order to meet the future need of re-skilling and training for the digital economy.

Abstract

Purpose

The purpose of this paper is to present a low-cost, highly mobile system for performing street-level imaging. Street-level imaging and geo-location-based services are rapidly growing in both popularity and coverage. Google Street View and Bing StreetSide are two of the free, online services which allow users to search location-based information on interactive maps. In addition, these services also provide software developers and researchers a rich source of street-level images for different purposes – from identifying traffic routes to augmented reality applications. Currently, coverage for Street View and StreetSide is limited to more affluent Western countries with sparse coverage throughout south-east Asia and Africa. In this paper, we present a low-cost system to perform street-level imaging targeted towards the congested, motorcycle-dominant south-east Asian countries. The proposed system uses a catadioptric imaging system to capture 360-degree panoramic images which are geo-located using an on-board GPS. The system is mounted on the back of a motorcycle to provide maximum mobility and access to narrow roads. An innovative backwards remapping technique for flattening the images is discussed along with some results from the first 150 km which have been captured from Southern Vietnam.

Design/methodology/approach

The design was a low-cost prototype design using low-cost off-the-shelf hardware with custom software and assembly to facilitate functionality.

Findings

The system was shown to work well as a low-cost omnidirectional mapping solution targeted toward sea-of-motorbike road conditions.

Research limitations/implications

Some of the pictures returned by the system were unclear. These could be improved by having artificial lighting (currently only ambient light is used), a gyroscope-stabilised imaging platform and a higher resolution camera.

Originality/value

This paper discusses a design which facilitates low-cost, street-level imaging for a sea-of-motorcycle environment. The system uses a catadioptric imaging approach to give a wide field of view without excessive image storage requirements using dozens of cameras.
